The EPSG database version 7.4 has been released on http://www.epsg.org/. We need to:

• Upgrate the embedded database in the geotk-epsg module
• Upgrate the PostgreSQL database used by the Hudson build.
• Upgrate the version number declared in the CRS_WithEpsgTest file.
