in current implementation, every call to the NadconTransform constructor causes the NADCON grids to be loaded, even if the same grids were already loaded previously. Given that this constructor may be invoked everytime a CoordinateOperation object is created and the EPSG database mandates the use of NADCON grids, the cost can be prohibitive. The constructors (or the provider) should recognize when a NADCON grid has already be loaded and reuse the existing instance.
